Non-Corporate Small Business Sector (NCSBS) is the economic foundation of
India.
It is perhaps one of the largest disaggregated business ecosystems in the
world
sustaining around 50 crore lives.
निगमेतर लघु व्यवसाय क्षेत्र (एनसीएसबीएस) भारत की आर्थिक नींव है। यह लगभग 50
करोड़ लोगों के जीवनयापन का आधार है जो विश्व के सबसे बड़े अलग-अलग व्यापार
पारितंत्रों में एक है।
The sector comprises of myriad of small manufacturing units, shopkeepers,
fruits
/ vegetable vendors, truck & taxi operators, food-service units, repair
shops, machine
operators, small industries, artisans, food processors, street vendors and
many
others.
इस क्षेत्र में असंख्य छोटी विनिर्माण इकाइयां, दुकानदार, फल/सब्जी विक्रेता,
ट्रक और टैक्सी ऑपरेटर, खाद्य-सेवा इकाइयां, मरम्मत की दुकानें, मशीन ऑपरेटर,
छोटे उद्योग, कारीगर, खाद्य प्रसंस्करणकर्ता, रेहड़ी वाले और कई अन्य शामिल हैं।
Formal or institutional architecture has not been able to reach out to them
to meet
the financial requirements of this sector. They are largely self financed or
rely
on personal networks or moneylenders. Addressing this need will give a big
boost
to the economy otherwise this segment would remain unfunded and a portion of
the
productive labour force would remain unemployed.
इस क्षेत्र की वित्तीय आवश्यकताओं को पूरा करने के लिए औपचारिक या संस्थागत
संरचना उन तक नहीं पहुंच पाई है। वे बड़े पैमाने पर स्व-वित्तपोषित हैं या
व्यक्तिगत परिचय-तंत्र या साहूकारों पर निर्भर हैं। इस आवश्यकता को पूरा करने
से अर्थव्यवस्था को बढ़ावा मिलेगा अन्यथा यह घटक निधिहीन रहेगा और उत्पादक श्रम
शक्ति का एक बड़ा हिस्सा बेरोजगार रहेगा।
Small business is big business. According to NSSO Survey (2013), there are
5.77
crore small business units, mostly individual proprietorship. Most of these
'own
account enterprises' (OAE) are owned by people belonging to Scheduled Caste,
Scheduled
Tribe or Other Backward Classes. They get very little credit, and that too
mostly
from non formal lenders, or friends and relatives. Providing access to
institutional
finance to such micro/small business units would turn them into strong
instruments
of GDP growth and also employment.
वास्तव में छोटे व्यवसाय एक बड़ा कारोबार है। एनएसएसओ सर्वेक्षण (2013) के
अनुसार, 5.77 करोड़ लघु व्यवसाय इकाइयां हैं, जिनमें ज्यादातर व्यक्तिगत
स्वामित्व वाली हैं। इनमें से अधिकांश 'स्वयं खाता उद्यम' (ओएई) अनुसूचित जाति,
अनुसूचित जनजाति या अन्य पिछड़ा वर्ग के लोगों के स्वामित्व में हैं। उन्हें
बहुत कम ऋण मिलता है, और जो मिलता है वह भी ज्यादातर गैर-औपचारिक उधारदाताओं,
या दोस्तों और रिश्तेदारों से मिलता है। ऐसी सूक्ष्म/लघु व्यावसायिक इकाइयों तक
संस्थागत वित्त की पहुंच प्रदान करने से ये सकल घरेलू उत्पाद की वृद्धि के और
रोजगार प्रदान करने के मजबूत माध्यम बन जाएंगे।
